Position Summary:
 
Reporting to the Chair of the UCI Academic Senate, the Executive Director leads the professional staff in Academic Senate to advise and support all aspects of Senate activities, including committees, advisory groups, and initiatives. The Executive Director serves as the chief policy advisor to the Chair, aids Senate leadership in developing short- and long-term initiatives and provides expert consultation to campus constituents. Serve as the principal staff liaison to the Office of the President, the System-wide Assembly of the Senate, Academic Council, and other UC constituents. The Executive Director provides institutional continuity for the Senate through a comprehensive understanding of the governance and structure of the University. Provides expert advice to ensure that the Divisional Senate fulfills its Regental mandate. The Executive Director possesses expert knowledge of the organization of the Senate and its role in University governance and oversees modifications to existing Senate policies, procedures, bylaws, and regulations, drawing. Manages and administers campus-wide initiatives requiring Senate actions, including proposals for new academic units, modifications to existing academic units, new degree programs, and changes to admissions policies. Provides independent oversight, analysis, planning, and management of the unit's resources including space, equipment, and computing resource planning. Manages a professional staff involved in development of organizational policies. Assumes accountability for decisions made by subordinates, where erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules. Manages the Senate professional staff, including hiring, training, supervising, and evaluating staff. In consultation with Senate leadership, establishes priorities, work rules, and office protocols for accomplishing the work of the unit.
 
Manages a professional staff involved in development of organizational policies. Assumes accountability for decisions made by subordinates. Performs long and short-term planning for function. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules.

Required:
 
Minimum 5 years of progressively responsible administrative and/or managerial experience in a research or higher education institution that includes long-range policy and resource planning.
Resource planning background with long-range policy planning, project planning, budget development and human resource planning.
Experience in an academic or other environment where there is a system of dual governance and where a system of committees is in place to review and promulgate policy, processes, laws, or other decisions related to governance.
Bachelor's degree in related area and/or related experience/training.
Broad knowledge of the legal constraints and opportunities for higher education in the State of California and through Federal programs and regulations.
Broad knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations, and constraints.
Broad knowledge of organizational processes, protocols, and procedures.
Demonstrated consulting, relationship building and strategic thinking skills.
Proven ability to establish mission and goals at the macro-level; to lead staff to develop goals in alignment with mission.
Proven leadership abilities to establish department goals and motivate and influence others to achieve. Broad knowledge of financial analysis and reporting techniques; human resources and risk management planning; accounting and payroll.
Demonstrated ability to effectively and thoroughly assess politically and administratively sensitive issues.
Excellent oral, written, and interpersonal communication skills.
Ability to provide comprehensive analysis of complex, sensitive, and multi-faceted issues, particularly under tight time constraints.
Demonstrated ability to translate observations, findings, and recommendations from analytical studies into a concise and logical written report.
 
Preferred:
 
Advanced degree preferred.
Familiarity with the Standing Orders of the Regents, Manual of the Academic Senate, Manual of the Irvine Division of the Academic Senate, Robert's Rules of Order, and Academic Personnel Manual Comprehensive understanding of the University’s mission, organizational structures, operations, programs, policies, and campus administrative structure or demonstrated ability to quickly gain a thorough understanding of institutional policies and procedures.
