Position Summary:
 
At UC Irvine's Gavin Herbert Eye Institute and Department of Ophthalmology, our faculty of internationally recognized physicians, surgeons and scientists provide highly specialized training to future ophthalmologists, access to leading-edge clinical trials as well as sight-saving treatments and therapies for virtually any eye disorder. Eye surgeons, stem cell researchers, geneticists, infectious disease specialists and engineers are working on technologies and treatments for macular degeneration, diabetic retinopathy, glaucoma, corneal disease, and cataracts as well as a vaccine to prevent eye and genital herpes infections. These efforts have vaulted UC Irvine School of Medicine into the top echelons of U.S. institutions receiving National Institutes of Health grants for vision research. Our goal is to spark innovation and continue to revolutionize patient care.
 
FINANCIAL/BUDGETARY MANAGEMENT
Responsible for forecasting, trending, and projecting budgets, as well as develoop financial reports and recommending corrective strategic actions as needed. Responsible for monthly financial report, expense allowability controls and award closeouts. Variable funding sources include, but are not limited to industry agreements, contract and grant funding, federal funds, extramural and endowment funds, gifts/donations and startup funds.
 
CONTRACT & GRANT ADMINISTRATION/MANAGEMENT
Administrative management and oversight of all aspects of the contract and grant activity for the ophthalmology facutly ensuring that the staff and principal investigators are following all regulations in accordance with University policy and sponsor guidelines including Federal, State, Private and Institutional sponsors.  Lead application and proposal preparation and monitored submission activities. Proposal submission include multi-site, multi PI, program project grants, federal and industry contract proposals. Counsel research faculty and project teams on grant funding opportunities.
 
ACADEMIC PERSONNEL MANAGEMENT
Responsible for the administrative management and oversight of the academic personnel (AP) process to include AP recruitments, appointments, merit and promotions, change in series, and international appointments requiring J-1 and H-1B visas. Responsible for assembling PI’s professorship portfolio consisting of research statement, scientific interests, funding, publications, teaching statement, and diversity statement.
 
SPACE UTILIZATION/CAPITAL PROJECTS
Prepare justification and requests for additional space; attended planning meetings as part of the interface with Vice Chancellor, Health Sciences Planning office, School of Medicine, Dean’s office and University Advancement to develop plans for new programs or facilities. Supervised new faculty transfer, set up of office and labs space.
 
COMPLIANCE
Managing all faculty and staff compliance with all Computer Based Training (CBT) programs as required by the University, State, and Federal regulations.  This includes, but is not limited to the following programs:  Annual Training, UC Irvine Health Compliance Program, Privacy & Security Training HIPAA, Healthcare Vendor Relationship Policy, Sexual Harassment Prevention, and Lab Safety. Compliance with entities including IRB, IACUC, or biosafety. . In conjunction with Lab Manager, address EH&S safety spot checks. Responsible for developing Conflict of Interest plan and providing annual report to the committee.
 
MARKETING
Collaborate with the marketing team to promote research activities on using print and digital media including website and social media. Responsible for working with University Advancement team to on marketing and fundraising initiatives.

Annually: $74,000.00 - $108,500.00

5 years minimum experience
Bachelor's degree in related area and/or equivalent experience/training.
Proven high-level skills and experience in Pre & Post-award management of contracts and grants. Proven ability to work independently and carry out assigned tasks reliably with minimal direction.
Serve as an expert resource for staff by providing on-going guidance and assistance in resolving complex or difficult situations through direct involvement and by instructions.
Provide a wide range of concepts, principles, and practices of campus administration, methods, approaches, and procedures.
Computer skills in a network environment, Excel, and Word.
Skill in development of complex, accurate, and timely financial reports from various sources reflecting income expense projections, trends, and variances.
Skill in time management to effectively organize multiple projects and set priorities to meet deadlines.
Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.
Advanced knowledge of applicable compliance requirements related to use of human or animal subjects in research, financial conflict of interest, biosafety, etc.
Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management, and financial reports.
Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas.
Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies.
Knowledge of current compliance regulations in all areas of research administration.
Demonstrated advanced knowledge of generally accepted accounting, fiscal and reporting principles. Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.
Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.
Ability to interpret policy for others.
Advanced knowledge of effective grant funding processes, procedures, and techniques
 
Preferred:
 
Ability to manage high volume and complex transactions.
