The Counseling Center support our student population with specialize mental health services, research coordination, alcohol, and other drug (AOD) issues, and/or eating disorders (ED). Conduct initial assessments, time limited individual, couples, and group psychotherapy; urgent care services; crisis response; consultation and outreach in a university counseling center.
 
Under the general supervision of the Clinical Director/Associate Director, the Clinical Applications Analyst is responsible for the oversight and coordination of the Center’s technology, Electronic Medical Record (EMR), and applications. This includes, but is not limited to, Point and Click, Therapist Assisted Online, Zoom, Shrink-Space, and other applications used by the Center. The position builds strong analytical and statistical metrics and measures using integrated healthcare data from varied sources; works with internal and external customers to provide data solutions. Analyzes requirements for systems and interfaces in terms of cost, benefit, timeliness, effectiveness, and regulatory compliance. Exercises judgment in selecting the appropriate course of action and levels of consultation for the problem and issue resolution and follows procedural requirements for authorization and approval when required. The incumbent exercises initiative and autonomy, within the parameters of department and University policies and regulations, to accomplish the goals and objectives of the Center in the areas of information technology and programmatic research. The incumbent is responsible for the coordination with the IT department to oversee the internal management and administration of the department’s information technology systems that have campus-wide impact on student service matters. Prepares annual budgets for technology initiatives, maintenance, and upgrades. Manages all aspects the department webpage: design, implementation, updating information, templates, and html and CSS coding and writing, and reports to the Director usage/needs trends and forecasts. Oversees the development and maintenance of advanced client/provider custom software, interfaces, web-based databases, and terminal hardware on PC-based platforms across 4 campus-wide sites. In coordination with Leadership Team and IT, plans, evaluates, and implements secure and confidential network system design and configurations to comply with federal HIPAA and state/county regulations. Supervises all technology matters of the department clinical staff and administrative staff (approximately 55 employees), and coordinates staff-wide and individual technology training and education. Performs troubleshooting and support for user interface with software. Assists with program evaluation, data collection and for annual reports and empirical research activities for the department, which includes studies and reports on student/client outcome; treatment efficacy; training-program efficacy; client satisfaction; and department benchmarking. Conducts and provides research and analysis on client/student outcome and usage/satisfaction patterns, webpage usage, provider benchmarks, and collaborates with Leadership Team in statistical trend and forecast analyses.

Bachelor's degree in related area and / or equivalent experience / training.
General knowledge of Health Insurance Portability and Accountability Act (HIPAA), Federal Educational Rights and Privacy Act (FERPA), other federal and state laws relevant to mental health service provision and records, and American Psychological Association Ethical Principles for Psychologists and Code of Conduct. Demonstrated experience administering an EMR and applying technology solutions to a clinical setting. Demonstrated experience in analysis, process and workflow design, research, installation/implementation and support of EMR systems. Demonstrated skills in software customization and template authoring for EMR patient scheduled database. Solid understanding of statistics with the ability to analyze data, create and manipulate reports, and forecast trends. Ability to create or modify adhoc reports using relational database and data-mining software and other programs such as SQL, SAS and other statistical tools Demonstrated problem-solving skills, with the ability to quickly diagnose problems and develop multiple options for effective and timely resolution of issues and problems. Detail oriented, with demonstrated organizational skills and the ability to manage time efficiently, prioritize tasks, set schedules, and complete projects in a timely and cost-effective manner. Tolerance of ambiguity and ability to function well in a fast-paced environment with changing priorities and multiple stake holders. Demonstrated interpersonal and customer-service skills to collaborate productively on a team and to provide training and support to clinical providers and staff, including the ability to convey technical information to clinical users in a clear and concise manner. Ability to maintain confidentiality of client and records. Ability to write technical documentation in a clear and concise manner. General knowledge of several areas of IT. Demonstrated experience with database administration. Demonstrated testing and test planning skills. Demonstrated knowledge of computer security tools, best practices and policies. Demonstrated skills applying security controls to computer software and hardware. Knowledge relating to the design and development of software. Basic knowledge of secure software development. Ability to elicit and communicate technical and non-technical information in a clear and concise manner. Knowledge of data management systems, practices and standards. Strong computer skills including Windows, Outlook, Word, Excel, Visio, and PowerPoint Working knowledge of clinical applications systems and functions, including development, implementation, user support, maintenance, and system testing and evaluation. Ability to interact actively, easily, productively, and functionally with colleagues, supervisors, and members of the campus community to maintain a positive and cooperative working environment and relationship.
 
Preferred:
 
Knowledge of the current laws, procedures, and the American Psychological Association ethical principles that govern Required the practice of psychology in the State of California. Knowledge of website maintenance. Demonstrated ability to provide clinical and technology-related training to staff and trainees. Previous experience supporting a higher education Counseling Center. Information Technology Infrastructure Library (ITIL) Foundation Related technical certifications in the healthcare field Working knowledge of the PALCard purchasing system or experience with similar systems. Experience with Point & Click scheduling software and databases. Experience with EPIC database Experience with web-based programming. Knowledge of University of California Policies and Procedures.
