Position Summary:
 
The Division of Finance and Administration (DFA) provides services and support to over 50,000 students, faculty, and staff with the mission of advancing UCI’s brilliant future and the vision of becoming world-class campus partners. DFA serves the university as planning partners, problem solvers, and solution providers—striving to make it as easy as possible for people to get the services they need, when they need them. Working closely with campus financial management, the UCI Controller’s Office is a trusted strategic partner divided into three core teams: Accounting & Fiscal Services, Procurement Services, and Financial Services. The Accounting & Fiscal Services team ensures the integrity of UCI's financial reporting, enables effective and efficient campus financial processes and controls, manages contracts and grants funding at the post-award stage, manages all cost accounting and rate development efforts, and champions compliance with policies, laws, and regulations. The Procurement Services team leads through best practices in the acquisition of quality goods and services by implementing processes and procedures that deliver high quality expertise, significant value, and excellent customer service. Finally, the Financial Services team provides support and resources to campus in the areas of billing, collections, payments, disbursements, loan administration, and student tax information. In all these areas, the Controller’s Office is always dedicated to providing effective and efficient customer service in support of UCI’s mission and goals.
 
Key Responsibilities and Duties:
 
Performs highly complex and advanced analysis techniques, understands past performance and determines present and future performance and / or resource allocations.
 
Directs, initiates, designs, and provides analytical studies, summary reports, and background materials to an organization or departmental administrative officers and managers on proposed organization / university policies that might impact resources, staff and faculty salary funding, organization-wide budget management, budget / accounting / resource rules and best practices for budget, financial, and other resources management and administration. Subject matter expert on the facilities and administrative rate development, recharge rates, sales and service rates and related policies and procedures. Drafts all memos to be reviewed and approved by the CFO and Provost which get distributed out to all campus departments.
 
Subject matter expert for costing and cost rate development which includes the composite benefit rates, general campus and medical center assessments, GAEL assessments, and vacation liability.  These are highly complex analyses which have significant impact across the entire campus. 
 
Independently performs highly complex financial studies for both internal department and external constituents. Examples include generating, modifying, and conceiving of new financial or other resource reports, strategic modeling, and making recommendations for maximizing financial or other resource outcomes.
 
Reviews and approves complex financial transactions. Serves as the campus expert to review and approve recharge and sales and service rates for all campus units.  Answers all questions on these topics from the campus.
 
Uses expert understanding of industry practices and organizational policies to resolve highly complex or difficult assignments. Develops and implements the policies surrounding the recharge rates and sales and service rates.
 
Trains staff and maintains an effective team environment.  Trains campus staff, as required, on any cost accounting topic.
 
Serves as liaison with internal and external constituents.  Chairs the campus-wide recharge committee which involves the campus department experts.  Oversees the consultants who advise on facilities and administrative costing efforts.
 
Projects or tasks, as requested, by the Associate Controller and/or Assistant Vice Chancellor/Controller.

Minimum 10 years of related cost accounting and rate development experience
Advanced degree in related area and / or equivalent experience / training Master’s Degree in a related field, preferred.
Expert knowledge of finance policies, practices, and systems. Ability to identify, collect, analyze, and report on complex data. Expert ability to effectively communicate complex information to management both verbally and in writing in a clear and concise manner. Expert ability using multiple spreadsheet and database software tools to synthesize and integrate information for highly complex, strategic financial analysis, fiscal management, and financial reports. Expert interpersonal and consultative skills requiring organizational savvy; expert service orientation and critical thinking skills; attention to detail. Expert ability using organizational skills to multi-task in a high-volume environment. Ability to adapt to changing priorities. Ability to function as a member of a team. Expert knowledge and understanding of internal control practices and their impact on protecting University resources. Ability to work under demanding deadlines and to set priorities under conflicting deadlines. Ability to research, develop, and coordinate various special projects. Strong knowledge of electronic spreadsheet and proven experience in complex spreadsheet development.
 
Preferred:
 
Sound knowledge of UC policies and procedures. Experience working in a regulated environment with limited resources. Working knowledge of UCI financial systems, UCOP financial systems and subsystems.
 
Special Conditions Required:
 
May be required to work outside of regularly scheduled shift. Must comply with UC vaccine policy. Ability to work in a hybrid remote/on-site work environment.
